WAVES OF OPPORTUNITY – Surfing for Employability and Environmental Action – is a European cooperation project using surfing as a driver for social inclusion, youth employment, and environmental sustainability.

Why It Matters

Across Europe, many young people face barriers to employment and education. NEETs represent a significant percentage of youth, often experiencing financial hardship, limited access to training, and social isolation.

Coastal regions, especially marginal and rural ones, often struggle to transform surf tourism into sustainable economic opportunities for local communities

Despite its economic and environmental potential, surfing is rarely integrated into structured employment pathways or coastal development strategies

WAVES OF OPPORTUNITY addresses these gaps by:

  • Providing free and accessible surf training
  • Supporting eco-surf business development
  • Promoting marine conservation and sustainable tourism
  • Connecting research, policy, and industry
Our Approach

The project combines sport, entrepreneurship, sustainability, and cross-sector collaboration.

Key pillars include:

  • Capacity building for NEETs and disadvantaged youth
  • Sustainable surf tourism development
  • Environmental awareness and citizen science
  • Cooperation between surf clubs, NGOs, universities, and policymakers
  • Development of practical and digital educational tools


The project is currently in its initial phase. Partners are coordinating research activities, designing training methodologies, and preparing the first capacity-building actions.
